Hello everyone, in the previous topic we were talking about Organizing in Management. Today we are going to talk about Staffing, its importance, process, characteristic, function and scopes.

WHAT IS STAFFING?

Introduction

The term “Staffing” relates to the recruitment, selection, development, training and compensation of the managerial personnel. Staffing in management, like all other managerial functions, is the duty which the apex management performs at all times.

In a newly created enterprise, the staffing would come as a third step next to planning and organizing but in a going enterprise the staffing process is continuous. Staffing can be defined as one of the most important functions of management.

It involves the process of filling the vacant position of the right personnel at the right job, at right time. Staffing generally includes the filling of the various work positions and the maintenance of these positions that are generally required overtime and fully manned by the competent people.

In this process, the various people are invited, then choices are made and then the selected one’s are fixed with the responsibility of the work and doing this again and again whenever required in a well maintained manner also forms a very critical and an essential part of the process of the staffing.

In other words we can say that, Staffing is the process of hiring eligible candidates in the organization or company for specific positions. In management, staffing means an operation of recruiting the employees by evaluating their skills, knowledge and then offering them specific job roles accordingly.

Some of the leading definitions of the word “STAFFING” are quoted below-

According to McFarland, “Staffing is the function by which managers build an organization through the recruitment, selection and development of individual as capable employees.”

According to Theo Haiman, “The staffing function pertains to the recruitment, selection, development, training and compensation of subordinate managers.”

According to S. Benjamin, “Staffing is the process involved in identifying, assessing, placing, evaluating and directing individuals at work.”

WHY STAFFING IS IMPORTANT IN MANAGEMENT?

In any organization, there is a need for people to perform work. The Staffing function of management fulfills this requirement and finds the right people for the right job. Basically, staffing fills the positions as shown in the organization structure.

Importance of Staffing in Management

Human resources are the foundation of any business. The right people can help you take your business to the top; the wrong people can break your business. Hence, staffing is the most fundamental and critical drive of organizational performance.

The staffing function has assumed greater importance these days because of rapid advancement of technology, increasing size of organization and complicated behavior of human beings. Human resources are the most important asset of an organization.

The ability of an organization to achieve its goal depends upon the quality of its human resources. Therefore, we can it is really important.

Some points are discussed below why staffing is important-

1. Efficient performance of other functions- For the efficient performance of other functions of management, staffing is its key.

2. Effective use of technology and other resources– The human factor that is instrumental in the effective utilization of the latest technology, capital market, etc, the management can ensure the right kinds of personnel by performing the staffing function.

3. Optimum utilization of human resources– To get the optimum output, the staffing function should be performed in an efficient manner.

4. Motivation of human resources– The human aspects of the organization have become very important and so that the workers can also be motivated by financial and non-financial incentives in order to perform their functions properly in achieving the objectives.

5. Building higher morale– By performing the staffing functions effectively and efficiently, the management is able to describe the significance and importance which it attaches to the personal working in the enterprise.

PROCESS OF STAFFING

Process of Staffing

1. Estimating Manpower Requirement– It involves the following points-

(a) Making inventory of current human resources in terms of qualification, training & skills.

(b) Assessing future human resource needs of all departments.

(c) Developing a programme to provide the human resources. Job Analysis is an intensive way of finding details related to all jobs.

2. Recruitment– It refers to identification of the sources of manpower availability and making efforts to secure applicants for the various job positions in an organization.

3. Selection– It is the process of choosing and appointing the right candidates for various jobs in an organization through various exams, tests and interviews.

4. Placement and Orientation– When a new employee reports for duty, he is to be placed on the job for which he is best suited. Placement is very important process as it can ensure “Right person for right job”. Orientation/Induction is concerned with the process of introducing a new employee to the organization.

The new employees are familiarized with their units, supervisors and fellow employees. They are also to be informed about working hours, procedure for availing leave, medical facilities, history and geography of organization and rules/regulations relating to their wages etc.

5. Training and Development– Systematic training helps in increasing the skills and knowledge of employees in doing their jobs through various methods.

Development involves growth of an employee in all respects. It is the process by which the employees acquire skills and competence to do their present jobs and increase their capabilities for higher jobs in future.

6. Performance Appraisal– It is concerned with rating or evaluating the performance of employees. Transfers and promotions of the staff are based on performance appraisal.

Characteristic of Staffing

1. People centered– Staffing can be broadly view as people centered function and therefore it is relevant for all types of organization.

2. Responsibility of managers– Staffing is the basic function of management which involves that the manager is continuously engaged in performing the staffing function.

3. Human skills– Staffing function is mainly concern with different types of training and development of human resources and therefore the managers should use human relation skill in providing guidance and training to the subordinates. If this function is performed properly, then the human relations in the organization will be cordial and mutually performed in an organized manner.

4. Continuous process– Staffing function should be performed continuously which is equally important for a new and well established organization. In a newly established organization, there has to be recruitment, selection, and training of personnel.

And, organization which is already a running organization, then at that place every manager is engaged in various staffing activities.

  • Training and development of employee to enable them to perform their jobs more efficiently and to qualify for promotions.
